Yes I was in Russia at the time, there were talks of Russia joining NATO and the EU and American troops were in war games training with Russia just outside Moscow. Russia was a place for joint ventures of badly needed investment and upgrades in oil and gas, and there was a lot of money flowing around. Putin pivoted, not the West, roughly the same time as Erdogan did too. It is remarkable how similar the two are.
