I wouldn't agree but can understand an apartheid argument when discussing the West Bank etc but within Israel itself?
Israel has plenty of problems and I prefer an Israeli identity of anyone who lives there, with everything being secular and long made that argument. Just as Turkiye was originally modelled on(but isn't now). Do people in rural communities have less services? Shock horror.
As for the Bedouin,many who serve in the IDF and do NOT identify as Palestinian- the issue is rather complex. They are traditionally nomad and live in basic housing of their own design- which does factor in well with a government actually trying to provide them with services. What you fail to mention is the townships built specifically for them- but most want to keep their nomadic ways.
As for building hospitals- they need population. But Israel is between 10km and 114km wide and 400km in total north to south. It is not exactly far to get from any point to any point.
By your definition of apartheid every single country- whether America, Europe, Australia, China or Russia etc is an apartheid state because rural communities get less funding. When I was in Israel, in East Jerusalem near Hebrew University, I was in a community of both Arab Israelis(Palestinians) and Ultra Orthodox Jews. Was there any difference in services there? No. Are there horribly racist Jews in Israel? Absolutely. Every country has its racists and always too many of them. Do I think removing Arabic as an official language to just a recognised language was a good idea? No, it was an own goal. Mind you, many Western countries including America and Australia don't have any official languages.
Can there be more resources provided to rural schools, particularly Arab townships? Sure. And every Arab should know Hebrew and every Jew should know Arabic. It is just a smart thing to do.
Some of your examples are like the Republic of Georgia which has Georgian as an official language, with no provision for schooling in Armenian or Azeri, despite large minority populations. Likewise most of the Russian schools have closed down. Do I agree with it? No. Is it apartheid? No.
