The Princess Bride comes to mind " You are trying to steal what I have rightfully stolen" . 800,000 have zero business being there. For the rest- they are the result of population transfers during Soviet times(ethnic cleansing) but have been there too long or born there to make a policy of removing them. Still some of them might prefer to leave but I doubt Ukraine's policy would be to make those leave.
