That doesn't say they have fewer rights, it says they tend to live in towns with fewer services. It is a problem but it is a problem many countries face. Israeli Arabs, Palestinians, are in all aspects of Israeli society up to judges and politicians. Still more can be done. I have long argued there should not be Arab towns or Arab schools there but Israeli towns and Israeli schools and a common curriculum and for both people to learn both languages.
