When I lived in Krasnodar, and this was a decade ago, there was a catastrophic dam failure that flooded whole villages, killed a bunch of people, and everyone pointed fingers to blame. The local Mayor blamed the Governor and the Kremlin seemed to blame him too- but he deflected saying it was some conspiracy plot by Jews( he blamed Jews foe everything). So blaming it all on Ukrainians is progress, I guess...
