One does not convert to being a Jew, that is just a Western concept. One joins the tribe, a process that takes people up to a decade and you have to jump through a heck of a lot of hoops to do. ALL indigenous people have ways to join them and for a Jew, once you are in, there is no out. Tribal affiliation might be hard for a westerner to understand, but it is how tribes have worked for thousands of years.

To become a Palestinian is even easier. Just be in the land prior to 1948 whether you are descended from Jews/Samaritans, one of the 50,000 Syrians reported by the British who flooded over the border, Arabs like Egyptians and Iraqis- which is why so many Palestinians have such family names, Circassians and Armenians who moved there in not insignificant numbers, Balkan people from Europe who moved there during the Ottoman empire and a bunch of others. I have a red haired blue eyed Palestinian friend descended from an Italian crusader knight. There are black Afro-Palestinians in Gaza too.
