Nah. Stinger for low flying aircraft esp helicopters but also low flying low speed ground attack aircraft like the frogfoot. Especially early on, medium to high altitude was clear of air defenses- just had to deal with the Ukrainian Air Force. Russia had sufficient stand off weapons to bomb out every airfield and have high flying fighter craft ensure air superiority. It did almost none of this. If they tried it now with what Ukraine has, it would be different, but for the first 6 months Russia could have dominated the skies but didn’t, could have rained down missiles with no fear of interception and largely didn’t. It is truly strange.
