Much of that was done in various ways from 1967 up until the 80s and ad hoc since. The organiser of October 7th had a brain operation in Israel( and had previously been released in a prisoner swap too). 18000 Gazans had permits to work in Israel. Prior to HAMAS takeover of Gaza and the second infitada, there were no checkpoints or security barriers/walls and hundreds of thousands came and went from the territories and Gaza every day to work or get medical help etc. They are literally taught to hate Jews from school age in their textbooks. Only way to stop that is taking full control- the occupation the world won't tolerate.
