Jordan especially fears the Palestinian population, it went to war with the PLO in the 1970s and had its Prime Minister assassinated by Palestinians. It expelled the PLO leadership to Lebanon. It deliberately undercounts the amount of Palestinians in its territory and walks a delicate balance to appease the Palestinian population so it doesn't turn on the government and overthrow it.
