I have also written a lot about this very issue. Russia can afford to wait and a frozen conflict would suit them just fine. The longer the war, the more it costs us. It would be actually cheaper to give Ukraine everything on the shopping list all at once.

It seems to be that Ukraine gets rewarded with new toys AFTER it achieves success, without the tools to make success possible. It constantly has to prove itself and the fact it does, reflects on the calibre of their forces and ingenuity.

But there is always some other disaster or war (such as Israel/Palestine) and people get tired of the same topic year after year. Compassion fatigue sets in and the right wing nut jobs- once a fringe but now have seats in various parliaments and governments, arr tying to curtail aid or stop it all together.

Elections don't matter in Russia and haven't for a long time, I have lived through many and they are a joke. And Russians see suffering as a virtue and can handle it much better than westerners can. So the only measure or success we should be looking at, the only one that truly matters, is territorial gains by Ukraine. Nothing else.
