Basically yes. Compare the trade between Europe and China and China and Russia. Then compare trade between China and the US and China and Russia. In both cases the trade with Russia is tiny in comparison before and now. Politically China and Russia are fairly aligned but economically China is more interested in maintaining relations with Europe and especially the US.
